Pool Draw

The pool draw for the 2023 Rugby World Cup occurred on December 14, 2020, in Paris. Following the previous World Cup, the draw returned to its traditional timing after the end-of-year internationals.

The seeding system used in previous World Cups was maintained, with the 12 automatic qualifiers from 2019 being assigned to their respective bands based on their World Rugby Rankings as of January 1, 2020:

  • Band 1: Top four ranked teams
  • Band 2: Next four ranked teams
  • Band 3: Final four directly qualified teams

The remaining eight qualifying teams were divided into two bands based on their playing strength in the previous World Cup:

  • Band 4: Oceania 1, Europe 1, Americas 1, Asia/Pacific 1
  • Band 5: Africa 1, Europe 2, Americas 2, Final Qualifier Winner

Consequently, the 20 teams, both qualified and qualifiers, were seeded as follows (according to the world rankings as of January 1, 2020
